Key updates include the inclusion of shapes.txt for all route-based services (#470), clarification of stop_times.timepoint to mean no timepoint values are provided if empty (#474), and feed_info.txt updated to be Conditionally Required (#460). The community is voting on updates to stops.txt requirements for demand-responsive services (#472).
We've adopted rule_priority to fare_leg_rules.txt and clarified stops.zone_id conditional requirements for route-based fare_rules. Current proposals include updates to feed_info.txt, clarifications in transfers.txt, new fare_leg_join_rules.txt, Feed Version and GTFS URL additions, and fare product/media transfer behavior in GTFS-Fares v2.

Exciting news! Spare Labs is beta testing a Free GTFS-Flex Builder, and MobilityData is progressing with the Flex rules proposal for the Canonical GTFS Schedule Validator. Topics of interest include UTF-8 encoding, refinement of GTFS Terminology, improving station modeling, enhancing voting processes, and clarifying constraints on pathways.stair_count.
GTFS-Flex now enables users to discover demand-responsive services, and GTFS Trip-Modifications introduces experimental fields for trip adjustments. The new 5.0 release of the Canonical GTFS Schedule Validator includes enhanced error handling and Fares v2 validation.

The Digest is a part of Phase 1 of Modifications to the GTFS Governance: Phasing Plan #413. We hope it will help reduce the barriers to entry for new and returning GTFS contributors by keeping them up to speed.
